This really shouldn't be the case, but even one guy said he ran countless events owning all DLCs except lightfall and nothing would drop. From reset on Wednesday up until reset yesterday there was only 3 strike force events. They normally occur every 2-4 hours. Last one happened 12 hours before reset, hence why I stated they throttled the chance of the event happening.
